temperatures may result in black ice developing.

A Winter Weather Advisory for snow means periods of snow will
cause primarily travel difficulties. Expect snow covered roads
and limited visibilities, and use caution while driving.

Areal Flood Watch
Issued: 8:33 PM EST Jan. 18, 2019 – National Weather Service

... Flood Watch in effect from Saturday afternoon through late
Saturday night...

The National Weather Service in Charleston has expanded the

* Flood Watch to include portions of southeast Ohio and West
Virginia, including the following areas, in southeast Ohio,
Athens, Meigs, Vinton, and Washington. In West Virginia,
Jackson WV, Pleasants, Ritchie, Tyler, Wirt, and wood.

* From Saturday afternoon through late Saturday night

* rain will overspread the area Saturday and continue into the
overnight hours. Rainfall amounts between 1 and 2 inches are
forecast. Ground conditions are wet, and most of this rain is
expected to runoff into streams, creeks and rivers. This will
cause strong rises and possible flooding conditions throughout
the watch area.

* Flooding of low lying and poor drainage areas, and roads along
streams, creeks and rivers is possible.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
