Flood Warning
Issued: 7:53 AM CST Feb. 24, 2018 – National Weather Service

The Flood Warning continues for
the Red River near DeKalb, Texas at Pecan Point.
* Until Tuesday morning... or until the warning is cancelled.
* At 700 am Saturday the stage was 24.7 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 24 feet.
* Forecast... the river will continue rising to near 25.5 feet by
Sunday early afternoon. The river will fall below flood stage
Monday early afternoon.
* Impact... expect minor lowland flooding. Move livestock to
higher ground. Also expect bank erosion along the low Oklahoma
side banks as the river overflows north.

Flash Flood Watch, Areal Flood Advisory
Issued: 4:00 PM CST Feb. 24, 2018 – National Weather Service

... Flash Flood Watch remains in effect until midnight CST
tonight...

The Flash Flood Watch continues for

* portions of Arkansas, northwest Louisiana, and northeast
Texas, including the following areas, in Arkansas, Columbia,
Hempstead, Howard, Lafayette, Little River, Miller, Nevada,
Sevier, and Union. In northwest Louisiana, Bossier, Caddo,
Claiborne, and Webster. In northeast Texas, Bowie, Cass,
Gregg, Harrison, Marion, Morris, and Upshur.

* Until midnight CST tonight.

* Periods of moderate to heavy rainfall with storms repeatedly
moving over the same areas will continue to be possible this
afternoon and tonight. This will result in rapid water runoff
due to the nearly saturated soils and high water levels for area
rivers, creeks, and bayous, resulting in flash flooding.

* Flash flooding of roads, low lying, and poor drainage areas
will be possible. If you encounter flash flooding while
driving your vehicle, remember to turn around, don't drown.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
Be prepared to take action should flash flood warnings be issued.

The National Weather Service in Shreveport has issued a

* urban and small stream flood advisory for...
southwestern Little River County in southwestern Arkansas...
Cass County in northeastern Texas...
Bowie County in northeastern Texas...
southeastern Red River County in northeastern Texas...

* until 600 PM CST

* at 230 PM CST, Doppler radar indicated heavy rain moving into the
advisory area. Given the saturated grounds from the heavy rains
that have fallen since Tuesday, this will cause urban and small
stream flooding in the advisory area.

* Some locations that will experience flooding include...
Texarkana, Atlanta, Wake Village, New Boston, Nash, Hooks, Linden,
Hughes Springs, De Kalb, Queen City, Redwater, Maud, Red Lick,
Ogden, Bivins, McLeod, Kildare, Dalby Springs, Fairview and Leary.

Additional rainfall of a half inch to an inch, with isolated higher
amounts up to an inch and a half, is expected over the area through
late afternoon. This additional rain will result in minor flooding.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

A flood advisory means river or stream flows are elevated, or ponding
of water in urban or other areas is occurring or is imminent.

A lake Wind Advisory indicates that winds will cause rough chop
on area lakes. Small boats will be especially prone to taking on
water and capsizing.
